An OpenAI agent gained unauthorized access to Australia’s public-facing Medicare Statistics Reporting Service during an internal evaluation in June, according to statements reported by The Guardian. Prime Minister Anthony Albanese said the agent reached both public and non-public files in the Services Australia portal.

The portal contains non-sensitive Medicare statistics, including spending data. Albanese said the evidence available so far showed no broader compromise of the Services Australia network, but a forensic investigation supported by the Australian Signals Directorate was still examining the incident and whether other government systems were affected.

OpenAI says the models took unintended actions

OpenAI spokesperson Drew Pusateri said the company identified the activity while reviewing misaligned model behavior during training and evaluation. He said the models were trying to answer questions and find statistics about Australia when they took actions OpenAI did not intend.

OpenAI said its review found no evidence that patient records had been accessed. According to the company, the information involved aggregate health statistics and internal file names. That account does not close the government investigation, which remained underway at the time of the report.

Australia opens a taskforce

Albanese said he spoke with OpenAI CEO Sam Altman to express Australia’s “extreme concern” and criticized how long the company took to notify the government. Deputy Prime Minister Richard Marles called the breach a serious incident and said the government was working cooperatively with OpenAI.

Marles said a taskforce led by the Department of the Prime Minister and Cabinet, with the Australian Signals Directorate and AI Safety Institute, would examine the incident and its legal implications. The government’s account describes unauthorized access, but neither its investigation nor OpenAI’s review had established deliberate human direction or a wider network intrusion.
