Building a Kali environment

I recently saw this question in a workshop, and wanted to post it here for a fun first discussion:

If you had to build a reproducible Kali environment that a team of five could spin up and tear down weekly for lab work, how would you design it?

Bare metal, VM templates, cloud images, or infrastructure-as-code—and why?
