"Report Post" should have an option for "Off Topic"

"Off topic" isn't NECESSARILY "Spam". Like, there's a submission in /digg complaining about the snow right now, and while that's not spam per se, it definitely has nothing to do with:

"A place to discuss the Digg platform, provide feedback, and hear from the team on updates and concepts."
