The Cities And ZIP Codes That Complain The Most About Their Neighborhoods, Ranked
Baltimore residents make more 311 calls to report neighborhood issues than any other city.

Many cities in the US offer the 311 phone number as a way for residents to report issues β€” like graffiti, trash dumping and flooding β€” in their neighborhood. But as this study shows, some areas use the service far more than others.

MoverDB analyzed 311 data for the country's major cities and ZIP codes with more than 10,000 residents, and ranked them based on the number of complaints made per 10,000 people in the 12 months ending August 2023.


Key Findings:

  • People in Baltimore complained more about their neighborhood than residents of any other city, with 17,551 calls made to the 311 service per 10,000 residents in a year.

  • The least complained-about city is Riverside, where residents made just 906 reports for every 10,000 people.

  • The neighborhood that gets the most complaints in the country is San Francisco's ZIP Code 94110, where 12,026 calls to 311 were made per 10,000 residents.

  • People complain least about Sacramento's ZIP Code 95608. The town of Carmichael, California, where the ZIP code is found, got just 168 calls for every 10,000 residents over 12 months.

    All calls to 311 are not complaints. In a city with well established services for residents, 311 is the common way you request various city services. If I want to do a bulk pick up because I'm throwing away an old sofa, I use 311. Scheduling a pick up of grass clippings or leaves....311.

    in this chart these are categorized as complaints, as opposed to a resident requesting a service from the city that improves the quality of life while showing how a functional, responsive city government should run.
