Will have more to say on federal AI legislation stuff later this week when there is more to react to, but I want to make one brief point now:

Time is of the essence, and we don't have much. It's hard to say what the exchange rate btwn time and "deal goodness" is but it's finite.

There are time gaps between:

- signing and implementation - initial implementation and better implementation

I'd be nervous if we started good implementation tomorrow, let alone initial implementation in mid or late 2027 and better implementation in 2028 or 2029.

That is not to say something done in this Congress will kick in faster than either good state stuff or federal stuff in the next Congress.

It's possible the best deal now would kick in too late or be otherwise bad.

But that's a reason to be picky, not to rule out deals per se.
