Now it might just be that somebody in Britain (like myself) would find this piece of news interesting therefor the BBC have reported on the story. Then somebody who looks at BBC news decided to digg the story and a lot of other people dugg it as it is an interesting news article from a reliable source.

You install a camera in the car, take a picture of the offender's license plate and the radar information (this is off-the-shelf equipment) and mail him the ticket. Ho-hum, nobody gets hurt or excited, and yes, you save gas.

The digg summary and article title suggests that the surcharge is for those who attempt to evade the police, but if you read the article itself --
Holly Springs' city council approved the $12 surcharge in all fines for those who commit moving violations late on Monday.
... it's not entirely clear, but it looks like this surcharge will be applied to all who get moving violations, not just those who attempt to flee from the police. So even if the police tell you to pull over, and you pull over, you're still paying that extra money.
I wonder if they charge extra if a cop pulls you over on a bicycle or on foot ... I'll bet they do.
And the article suggests that the surcharge could be scrapped if the cost of fuel goes down ... I seriously doubt it. Extra fees, fines and taxes rarely go away, even when the original cause for them does. -
