The US should have a pre-eminent global spy network, so jackboots are not needed as often the ground. As to Iraq's misgivings: yeah well tough break. I understand their point, but considering the fact that nobody knows what anyone is really up to, I can fully understand what the US is doing. Just like when the US built the UN in oder to be able to spy on everyone, we should be setting up telecom infrastructure all mideast with trap doors.
