The anthrax used in the attacks was weaponized to a spore count that has not been achieved outside of the US government. They have a patent on the method for reaching this level of purity. Others have tried and failed. Knowing this, Maureen Stevens - a widow of one of the victims, sued the US for their inadequate security. That is, they were negligent in their storage of this anthrax which was then used to kill her husband.
