No, small planes are not large threats. Had the plane been a large threat, he would have been shot down somewhere safe. Avoiding a bad ending doesn't justify letting planes cross the border uncontrolled. If nothing else, this was a fantastic test of defense strategy and response time.
I'm not saying the guy was a terrorist, and I'm not saying the guy had any sort of sinister plan, I'm just saying the guy could have had anything in mind. Why not be ready for the worst?
On a completely different note, I'm curious how slowly an f-16 can safely fly. The top speed on the prop plane has to be pretty close to stall speed for a loaded f-16. - wonnk13, on 04/07/2009, -0/+5M1 Abrams may be a bit over the top.
