Maybe i'm missing something but if he wanted to do something for the greater good, wouldn't he sell every one a windmill for their backyard to power their house instead of building a huge windfarm and selling people the power from it? (see comment)

Agreed, he was doing something weird with his cape all the way down so it seemed to me that it was providing some drag to slow them. (see comment)
