He was a superior hand to hand combatant, as proved by his handling of Nausicans in the academy and his ability to hold is own against Klingons.
He was a superior tactician. His space battles are in academy books and he even has a text-book Star Fleet sanctioned maneuver known as the Picard Maneuver.
He even had more mojo then Kirk, yeah I said it. Kirk practically raped women into submission sometimes. Picard never actively sought romance but always had hot chicks sweating him. He probably coulda banged Wesley if he gave Wes a hint that he was interested.
If Kirk ever encountered Q, Q would have been so unfascinated by his cliche human behavior that Kirk wouldn't have lasted 1 episode. Q had the utmost respect for Picard, and as a result, gave birth to a long line of Q-pisodes.
Oh yeah, Picard is Locutus. 'nuff said.
Honestly, I think Will Riker is(would be) a better captain then Kirk. He's all the best parts of Picard with the suave of Kirk (minus the alien rape). - revoked, on 06/30/2009, -8/+39Jean-Luc by FAR, Kirk peaked with Kahn, from then on it was just down hill

I think if I were a Starfleet Admiral, and purely had to judge on the basis of leadership ability and style, I'd much rather have Picard handling a situation than Kirk. A big plus goes to Picard's choice of crew, who regularly came up with ways to save the day moreso than Kirk's. Kirk usually got by on sheer luck and personal grit.
On the other hand, if you look at their track record, after a while you hvae to give it to Kirk. He always seems to find a way to win. Kirk only lost one starship; Picard lost two. But then again, Kirk was captured more times than Picard, so perhaps this is more of a wash.

But they were two different captains because they served in two different Federations. Kirk's federation was the wild west, the wild frontier therefore he was an adventurer, an explorer.
