Digg in and of itself is a great idea. Great ideas do not have to be complicated, you could imitate
Digg with a little bit of effort. But the question is...will you have the userbase to support it? What you need are the users....that is where the problem is. Getting users to abandon Digg and go to your site. What would be the draw?

I personally hate to filter anything, especially politics, one of my favorite subjects, but lately I had no choice. For the first time, I unchecked the "politics" and "world news" buttons because of the relentless Obama spam, but to no avail, because half of the political submissions are labeled as "offbeat" just to get to people like me that are tired of hearing it every day. Another customization: filter certain websites that spam the crap out of Digg, and make it to the top 10 no matter how bad the reporting is or is just plain false (huffington post and dailykos.)
