The people supplying the content have already picked their favorite venue, so its going to be tough to attract new uploaders and downloaders alike to these startups.

Firstly it almost certainly includes a large number of very large sites like metacafe/veoh in the category you're thinking of. But a large proportion of this money will have gone into services/products around online video in a more general way, for example ad networks and technologies, media players and publishing platforms etc.
So to say that just because YouTube has the momentum in UGC video-sharing that these are not by-and-large sensible investments is just plain wrong.
