They usually just take legal action against the head admin - he'll end up doing more time than a murderer and then be left paying off fines for the rest of his life...but then most other people maintaining the site will just disperse and start up fresh. it's all a 'vicious' circle.

My friends father got killed by a drunk driver last year. Not only that but he fled the scene of an accident and was driving uninsured. Somehow they came to the conclusion he was driving 'under the speed limit'. He got sentenced to six months in prison - and was out within three.
The man that got killed had his lung punctured my a broken rib, and then when he was slowly dying, his soon-to-be murderer fled off, leaving him to eventually burn to death.
Now, tell me, how can someone selling mod-chips be deemed a worse human being than that?
