After looking at the picture, it's obvious to me that this is a person LAYING FACE DOWN. It's definitely a woman, and if she's wearing a bikini, the string would be invisible at that resolution. I don't know why other people didn't notice she's face down. It seemed immediately obvious to me.

She was on Dutch National television, on a 'Any Other Business' moment. The reporter even went to her home to pass her the photo's which were printer from Google Earth.
She's turning into a globally intensivly search person. For privacy reasons I can image that she wishes to stay anonymous.
The reporter told that it was in the Amsterdam area. Possibly sub-urbian.

If you notice freeways tend to be overly lightly traveled, trees appear to often times be bare, and there's an overwhelming lack of people on most beaches, streets, avenues, etc, and last but not least, the shadows tend to be very long and pointed toward the west. It would appear that most of the images are taken in the morning hours, so as to have less traffic/people/cloud covereage/accidents/who knows what. The trees all around are bare, and it's morning, so needless to say, she might have been a tit bit nipply.

Photos with that kind of resolution are taken by planes, not satellites. I'm sure the NRO can take wonderful pictures from sats, but if it's on Google Earth and you can see the colors of cars, let alone people's heads, it's taken from a plane, so don't expect Google Earth to ever release anything with more resolution that this...
