The *bulk* of Japan's population is growing older an older. They are moving into retirement and will eventually become elderly. There are not enough young Japanese to fill in the employment rift. Furthermore, there are not enough young people to take care of the elderly population.
Japan is stubborn with its immigration policy, so they have to make do with less man power. They have to invent more efficient ways of running retirement homes.

The citizens of that island have been abused by Japan since before WW II and offered up to the Americans for occupational bases in their global military "empire" after the way. Being within operational range of Korea their security is of great importance in the projection of american power in Asia. The lowjacking of the local population will help in their big brother style control and help prevent their marching and protests over the military occupation and soldiers abuses (rape, murders, brothels etc).

Additionally, more than likely you are carrying something right now that can track your approximate location real time -- your cell phone. The government has been rebuked by lesser courts in the past regarding this and needs probable cause to get the information.

I mean one one hand you could use it for alot of good but on the other hand it could be abused majorly.
