This is the user account TOS. You don't have to have an account to use google search and watch youtube videos.
By simply going to those sites you are not accepting this TOS. Also, the TOS in question CLEARLY states that any other TOS you accept for a specific "service" supersedes this TOS. So if this one says, 18, and youtube says 13, its not a contradiction, since the youtube TOS supersedes the one in question.
