Go to https://www.google.com/accounts/ManageAccount and click edit beside My Services and delete your account.

I click sign up now and it still takes me to a page about sending the code to my cell phone. Either I am not looking in the right area or they havn't fully rolled this out yet.

"To sign up, enter your mobile phone number below. We'll send you a text message with an invitation code to create your account."
