Basically, its a bug in the AJAX/JavaScript that causes the page to show the extra changes, but the Digg Server knows better and only counts the thumbs-up/down once.

Digg represents a revolution not only on the Internet, but in a manner of exchanging information and thoughts. The only way that it can be made better is to release a knock-off (made by Kevin and company) for the enterprise for use on an Intranet. This would aide in collaboration greatly.

If you keep clicking on the Thumbs Up icon while it's still refreshing you can get extra +diggs in on comments, not sure if this is intentional or not, sort of creates a 5 star rating of sorts..
