The problem I see with the situation is... what kind of manager is that who doesn't deal with the issue himself? I mean if the cash drawer had no 20s in it then he didn't give her a 20 and the manager should have told him that and if need be call the owner in but that cop had no business going in and bullying the girl, especially over $10. Sheesh!

2) The cop was wrong to come back there, he should have spoke with the manager and took it up with him and not started harassing her in the first place... Though that brings me to my first point.. She was yelling at him while he was trying to talk to the manager.
