This will just greatly distract people while they're driving because they'll be constantly looking at street signs or their cellphones. Clearing congestion requires fewer cars on the road or more parking spaces.

There definitely needs to be an iPhone app. If someone was going to be fumbling with their phone whilst driving, I would hope it was with something such as an iPhone app that is easy to use not a web site or sms alike.
