the bbc has been exploring ways to distribute their content for a while now. they were working with another company last year:

they probably realized that bittorrent is the only efficient way to distribute as much content as they need to. if the above article is any indication, they'll probably use windows drm on the distributed files. this is how bittorrent, inc. plans to initially protect their media also:

I think they are. They already have a bittorrent based online distribution client. (iplayer I think the name was) They did an extensive testing program for it, which finished a few months ago. It goes nationwide some time in 2007.
I would hazard a guess that is hook up is to create a way for foreign markets to get the shows once they go free for UK licence payers.
If so this is very good. They are getting a way to provide content to all those people who download BBC shows around the world through p2p.
