20% of U.S. Has Never Sent E-mail
pcworld.com — Roughly one-fifth of all U.S. households are disconnected from the Internet and have never used e-mail, according to research firm Parks Associates.A recent phone survey of U.S. households by Parks found 20 million households are without Internet access, approximately 18 percent of all U.S. households.

Based on my experience, your assumption would be very wrong. I have several older relatives who have never sent an email, and do not own computers. And many of them are avid readers, and life-long Democrats. A stint of a few years or so does make it hard to keep up what would be considered a typical life. And then there is the recidivism rate to add on top of that. I would imagine that getting internet access is not a high priority upon release, nor for quite some time afterwards. I have no idea what the numbers are, I just wonder what percentage of households that are included in that 20% are part of the figure due to being a part of the prison system.

My grades came out when we were there and I had the hardest time connecting to the internet to see them. My dad couldn't get enough of a signal to use his blackberry and my grandparents' phone line used pulse dialing (like with a rotary phone) and the modem dialed too fast for it to work. So, I had to click "connect" on the computer, and my dad in the other room would dial the number for the internet slowly on the phone. It was so ghetto, but we finally got connected.

There are a small number of people who don't have telephones, or televisions, or cars. It may be for religious reasons, or because they live someplace that certain technologies aren't really viable, or they can't afford it.
Half are over 65. More than half don't have much education. That says to me that poor people and old people aren't terribly motivated to adopt technology they would not be able to use otherwise.
It's all how you look at it... we're still pretty early in the "information age". How many people had cars less than 15 years after the appearance of the automobile? How many had electricity so fast? How many people still used party lines for rural phone service into the 80s?
The fact that more than 80% of people HAVE sent email, and more than 70% of households have internet access is pretty impressive. The reverse (18% haven't) is only a surprise to those who assume everyone has and don't think outside their neighbourhood.- theRIAA, on 05/18/2008, -1/+1very true.
