I believe it's the property manager's responsibility to keep that sign up. (Yes, I have the distinct pleasure of driving by that sign on my way to and from work every day)

Or, it could be that it's the right URL and there's a connectivity problem. Firefox, Opera, Safari, IE... Doesn't matter, they'd all have the same issue.
