He throws a "Author: sulfar :: http://sulfar.deviantart.com/" up right before the tutorial, but I have a sneaking suspicion that they might have just lifted it to bolster their own tutorial supply on their forum. If you browse through some of the other tutorials on there you'll notice other tutorials grabbed from DeviantArt users. They could have gotten permission - I'm just speculating - but it does seem a bit shady.
