I always understood that the CPU industry was geared around building factories to manufacture one variety of chip and keep them going for as long as possible - once they've paid off the costs for R&D of the processor line and construction of the factory itself, I thought that the only real costs left were raw materials, labour and the various costs associated with running the factory such as rent, heating, electricity etc. You can certainly buy chips very cheaply once they're getting towards the end of their lifetime.
Also, there's already a huge variety of software available for the x86 processor architecture, so it would make much more sense to use an older Intel chip line where it was pretty much at the end of its lifetime. You could easily create a customised Linux distribution and include loads of free software. Why reinvent the wheel?
