As for bittorrent, you need a tracker. The resource can "disappear" if the tracker is dead or if there is no more seeder.
Like bittorrent (and unlike ourmedia), the content is distributed. Like ourmedia (and unlike bittorrent) the content is available (as long as the http resource exists).
