Your OC48 trunks are obviously shared and not yours.
The fact that digg is so slow might have to do with the fact that a whole campus is using "your" OC48 pipes.
The fact that you are doing 10mbps u/d is likely the average bandwidth available for the computers at a given time, but it is not a guaruntee.

It used to be that you had to chase down the connection, hear about it from the geek on the street. But nowadays, there are myriad sites that’ll hook you up gratis. Check out WiFi Free Spot, started by a blogger, god bless him. Then there’s JiWire, which is great for hooking you up with pay services that have hot spots all over the place.
According to WiFi 411, New York, Chicago, San Francisco, Atlanta and Seattle are among the top wired cities.
Keep in mind, there may be possible hazards that go along with more wireless access: increased risk of sunburn, drunken downloading and over-caffeination.

With that said though, this site does seem to have a few wifi spots noted down for other countries, it's just very limited. I always try this little test to see if a site deserves it's .com domain, try typing "Paris" into the search box, most people think of France when you say "Paris" but no, this site will take you to the US (As to many other .com sites).
