That's how it is in Canada. This is the only way for banks to gradually convert _merchants_ into accepting smart cards. Replacing card terminals is a lengthy and painful process. Using that information and a knowledge of the font used (many of us have several samples in our wallets), many of those digits can be deduced. A little knowledge of credit card checksums and you'll be having some interesting times on your next statement.
