When developing a web page in text format, certain ASCII, Latin characters, and symbols would have to be represented by their ASCII code in order to be produced correctly in the client's browser. The code is represented by an ampersand (&) to indicate the beginning of the code and then the code itself. Some symbols are represented by words, like quot for quotation marks and copy for copyright symbol. Most though require a number for the symbol. In this case, 169 represents a non-breaking spaced and 173 is a soft hyphen.
Now, on this particular web page, it is not interpreting this correctly, but I don't know why.
