It's probably some low level secretary or admin clerk who is bored and is using their work computer. Within this group are people who resubmit stories (unintentionally or not - the digg search is not very good). This can definitely lead to some frustration to those who submit stories and then see them get to the front after some else reposts them. This has happened to me at least 5 times.
