If an individual bypasses the filtering, they can loose their internet access, suspention, and if it is at a job they could even loose their job amoung other possibilities. Not to mention that if the organization is required by law, they can end up in bug trouble with the government, possibly leading to more strict policies on internet/computer usage or no usage allowed. I have seen it happen.
