If you steal 20 bikes, you probably have a lot of problems and should go to jail for a few days. If you steal 2,396 bikes you should honestly get some kind of bike theif gold medal. well done.

To be honest, if I saw someone with bolt cutters, I might question the potential thief, but they could easily respond "I lost my key" and there's nothing I can do about that except perhaps get a good look at the guy.

Seems funny until you see all the homeless ***** in TO stealing bikes. I'm in the St. Lawrence market area and have watched these crack addicts steal bikes w/ a back pack full of tools. They're pros.
