I think it's fair to call the methods within rails a DSL. A domain specific language is normally exactly that, a set of methods designed specifically to wrap common functions within a domain. That's exactly what the inner workings of Rails is. DSLs don't always need to have their own syntax associated with them.
Honestly I think this blogger is just ranting for the sake of ranting and has missed the point. - inactive, on 10/12/2007, -0/+1jmc I had to do the same thing. This is crazy.

Yes! "DSL" can be considered a buzzword of sorts, but they _are_ valuable tools. It's good to see someone not getting caught up in the buzz.
