Probably due to the mass amounts of misinformation that people spread. Most people don't understand that "reverse engineering" isn't "hacking" (in the incorrect, Hollywood sense of the word) and think that the FBI will break down their door for disassembling an executable. A friend has gone though that and said it was one of the best he's read. Though, if your in a country with strict laws about hacking and the likes, I'd recommend not wandering about the rest of the site :p

You cannot develop software that circumvents a copy protection device. So if for example you wrote a program that lets you rip a copy protected CD that is illegal. This goes the same for tons of other things. It's why it's such a horrible law. You can thank the RIAA/MPAA for it.
