Was that animal been giving a chance at the court to defend why he bit those two men if we are going this route. Because we all know that our court system can't legally prosecute animals. There is no real communication involved so I can only say that Mexico has a lot of dumb people who should not even be able to reproduce or state these ridiculous laws.
