Can you decide in that time if you can safely bring your vehicle to a stop without causing the cars behind you to pile up one on top of the other? It wouldn't be about getting to work, it would be more along the lines of can I do this safely without endangering my life or that of another human?

The other cat just sat next to him in the road howling like a banshee. One of the saddest animal related things I've ever seen.
