Dogs get stolen more than people would think, especially chihuahuas since they're so easily concealed and highly desired. Chances are someone stole it and it wouldn't stop yapping so they dumped it (and it would have no reason to return to it's captors home since it wasn't familiar).

I live in Chicago and if your dog is stolen here then you most likely won't see that animal again. The reason is because dog thefts are common so that dog fighters can train their pit bulls to kill other dogs. They like to get smaller dogs that shouldn't put up a fight and if they do won't damage their fighting dog much.
