Blocking traffic, peeing on the neighbor's porch, and generally acting like a complete drunken idiot is a damn good reason to toss anyone in the can. Seriously, the woman needs some major mental health treatment (or maybe just a chance to dry out, but I'm betting on the former here).
This is one of the few times I'd have even said "meh" if they tazed her. Hell, she's lucky whoever's porch she relieved herself on didn't SHOOT her. People do get a wee bit upset about stuff like that, you know.
