The traffic is much faster than shown in the video. It's like peering down at a grinder. The cars probably slowed down once they saw a man running in their direction.

Marriage proposal on the Brooklyn bridge.
Ring falls down.
Man scales down the bridge to retrieve the ring.
Sets off some sort of suicide alert.
People start yelling "jump, jump"
Finally gets the ring and tells the cops he isn't suicidal and they let him go.
