Set the timer on his camera, had a remote, or a friend open the shutter and then he moved a light source through the air as the shutter remained open. Could be anything bright, but it looks like a PDA or cell. Then, merging the photos in photoshop is easy as long as the exposures were kept consistent. The camera sensor will image any light that goes through the lens while it's open, so you can do some really cool things with light photography. Read up on Light Painting for more info.

Look for modes such as "Tv" for shutter speed priority or "M" for fully manual to set the shutter speed. I would recommend using Manual if possible. When taking the picture, make sure you account for the light (using a light meter, most digitals have them built in) and the color balence (tungsten or flourescent for indoors, daylight for outdoors) To achieve proper exposure, set your shutter speed to desired time and adjust the aperture until the light meter reads in the middle at 0. You can also change the ISO on digital (higher the ISO, the lighter the picture becomes) but remember a higher ISO will result in grainier images. And last but not least, make sure you use a tripod or some sort of propping device when taking a long-exposure shot, otherwise camera shake will cause a blurry image.

The darker it is when you do it the less likely the photo is to be over exposed. To the guy saying the aperture couodn't have been small due to the focus...the whole image is basically out of focus. I'm thinking he was at f/11.
