I asked my 4 year old nephew about electricity and water and he knew that it was bad! I know that water isn't inherently conductive; but those guys, some beers and whole lotta stupid definitely will be dangerous on a whole new level.

Electricity just wants to find its way to ground, and given that they are surround by a giant rubber insulator, there likely is no such path. Even if someone has a convenient wire going from the water to a ground (other than the obvious ground in the outlets), non-pure water is a significantly better conductor than a person is, and the majority of the current will travel through the water. Plus they are only in danger if they are between the outlets and that path to ground.

The whole body of water will not become charged and no one will get shocked. Water and electricity are certainly dangerous, but in this situation, there isn't any real danger. Honestly.

These are the cheap 3 foot pools sold at walmart (and many other retailers) to get inside, there is a metal ladder touching both the water and the ground outside the pool. Ummm. according to my calculations, that means there is such a path.
