SimCity 2000 was a huge improvement over the original: water pumps and pipes, mountains, a terrain editor, highways, subways, schools / libraries, arcologies, etc. 3000 was the one which didn't add much (except for even more annoying advisors :P).

    I'm not sure which SimCity I like the best of all: SimCity 2000 is great because of its simple gameplay, but SimCity 4 has some great features and even more great custom content.
