If you read the article, there were incongruities between the ages on the passports and ages reported in previous gymnastics tournaments and by news reporters.
Now ask yourself which is more likely:
The people at the tournaments recorded her age incorrectly (transcription error, etc.) / the news reporters got her age wrong.
Or
There is a government conspiracy where records are being faked so they can compete in the Olympics, a place where the world will hold China to scrutiny?

I have reached no conclusions besides that it MAY be a possibility.
In case anyone is interested in objectivity, East Asian countries like China and Korea start counting your chronological age beginning from conception (i.e. those 9 months you spend in utero count as one year;) whereas the US counts your chronological age starting from birth. This MAY add up to one year of incongruity between Eastern and Western standards if they have not specified when you should start counting chronological age.
However, it would not account for the 2+ year differences we see here.
And I don't think anyone--let alone Mary Lou Retton--is an expert on determining chronological age by watching a video. Get dental records or medical records.
If you were to base age on arbitrary standards, I'm going to say Kerri Strug looks like a 5 week old fetus on steroids. Quick, everyone start accusing Kerri Strug of being a fetus because I said she looks like one. I'm not an expert, but I did stay at a Holiday Inn Express last night.
I can't look at someone and validate an accusation because I think they look young. Those "official documents" were produced by a government currently doing everything in it's power to appear presentable and "first world" for the Olympics it's hosting. They've built sky scrapers and imposed dozens of public ordanances dictating how people should behave during the Olympics.

Are they 16...in the sense of biological progression of time as we know it? Possibly not. But if the state prints up ID documents saying they're 16 then *it's a legal fact that they are 16.* For the IOC to reject this legal fact would require them to reject the idea that the state (at least the Chinese one) determines and disseminates identity.
