Since they are unable to take in nutrients their bodies eventually just shrivel up and the muscles are not able to serve the body anymore and they collapse. They remain sentient until the brain has rotted away, at which point you can officially consider it "dead".

They could live for decades under water, so long as fish don't eat them, but studies have been inconclusive so far on whether or not fish fear them. If they become irradiated, the chances of them surviving are astronomical. The radiation could potentially destroy or severely hinder the bacteria that decompose human flesh. Finally, if one of those things travel north, they could become frozen, lasting an unknown amount of time since they only die when the brain is destroyed.
It's funny, even when those things don't have stomachs, they continue to feed on living flesh. Studies have shown that they will even continue to engorge themselves even after their stomachs explode. - EmitStop, on 01/04/2008, -0/+17We're coming to get you barbara!

People/animals in this movie are infected with a "rage virus", which is not the same as the zombie virus (whatever you call it, the T-virus, solanum etc etc).

Also, they didn't crack open the skull, they just bit right through it. Grisly creatures, they certainly are.
