How about actually shouting your story to people you think might truly be interested in it. Don't just offer to trade diggs with others, that's what I like to call "gaming the system".
This is why I ***** hate what digg has become. Remove shouts, remove friends, remove the damn identity of the person who submitted the story. A story should make it to the front page based on the content of the article AND THAT'S IT.
