Sting scams fugitives with promises of rebate checks

chicagotribune.com — Dozens of fugitives from the law who showed up at a Chicago office expecting help getting tax rebate checks instead ended up in jail in recent weeks in a sting by Cook County Sheriff's police. The undercover operation, "Operation Rebate and Switch" sent out 5,000 letters to people with outstanding warrants.
