What, detention or forcing their parents to come to school to talk to administrators about discipline and respect for rules and authority couldn't work? I don't know who's worse, the administrators who couldn't do their job of maintaining discipline at the school or the Laramie Police Department who agreed to participate in this total waste of time.

Probably, but getting the police involved is just overkill. I'm tired of over aggressive police who think they're saving society.

Although, being charged with "Throwing Stones" seems pretty bad though. Here is the relevant ordinance that I dug up, which is a classic example of legalese at its finest:
Chapter 9.12 OFFENSES AGAINST PUBLIC DECENCY
9.12.240 Throwing stones.

This is a small incident, but indicates the larger problem. They NEED the money from citations. It doesn't seem like a big deal until your kid continuously gets cited $300 for "curfew violation" while walking home like he/she is supposed to. Or you decide to be responsible enough to walk home drunk rather than drive and get a $400 public drunkenness citation. So, I'm not supposed to drive OR walk now? Police should be our friends. They should pick up kids and drunkerds and get them home safely, rather than creating enemies throughout the community.
