A wortex prevents the outer areas from freezing while the more still water in the center freezes - p341250n, on 12/17/2008, -7/+62It looks like the current caused a small whirl pool on that part of the stream. The water around it was still while that part was spinning. The stagnant water froze while the spinning water stayed liquid. That's my theory.

If the ice was spinning as it formed, it would have naturally carved itself and the surrounding sheet with a circular boundary - any other shape wouldn't spin freely and would be broken off.
