It's a clear play on the concept of begging for change, but very clearly says "keep your coins" to establish that the message does NOT refer to change in the monetary sense. It may be that the artist is trying to say that impoverished people need large, systemic changes in our government/society... or simply that we all require a change.

Here if you so much as put up a flyer that isnt stamped by the school then it gets ripped down right away. Plus it's also a way for students to make the school theirs and leave their mark. Imagine 50 years from now if you went back and your mark on the wall was still there for generations of students to see. Maybe I'm just crazy.

Not all homeless people out there are crack heads looking for their next fix, some are people who fell ill and coulnd't keep up with the medical bills, or abused women who were either kicked out by their abusive partners, or they decided to flee their situation.
There are a few more examples I can give you, but I'll skip them and go straight to the crack heads: the ones that have become homeless because of their addiction to drugs, did they do that to themselves? Yes! But, they made a mistake that cost them dearly, I for one don't believe those people need to live worse than animals because they made a mistake in life.
I believe what the artist is trying to convey is that we need a solution to poverty, nip it at the root of the problem, not just facelessly throw a few coins at a bum just to make yourself feel better. - purple, on 10/10/2007, -12/+24Sounds like the lyrics from Smash Mouth - All Star:

Everytime he says he'll take them to work and pay them well for a hard-days worth: 90% of them say they aren't interested.
The majority of homeless people in this country are there by choice. I do empathize with them, but it's not the job of society to provide for them.
